DATE: September 30, 2010 TO: PLANNING BOARD FROM: Brent Cross, Village Engineer RE: E . Upland Road Subdivision On 4/9/07 the Planning Board gave Preliminary Plat Approval to this subdivision project with conditions. The developer has submitted a Final Plat and documents required to meet the conditions. The only change in the project is that the parcel of land with the stormwater management improvements will be retained by the Home Owners Association instead of a third party (previously Ciaschi). The following is the list of conditions and date of compliance: A. Final map to show: -all abutting property owners and approximate edge of abutting improvements on the neighboring property to the east (7114107); -turnaround at end of proposed private road (7114107); -reconfiguration of Lot 6 to straighten rear line (small triangle to be added to Lot 9) (711410 7); -lot lines for Lots 1, 2, 3, 5, 6, and 9 to run to the center of the proposed private road (711410 7); -drainage flow centerlines for the swales on all lots to be more graphically depicted. (711410 7); -A note shall also be shown as to Lots 2, 3, and 4 on the map referencing the Site Plan/Special Permit required under Subparagraph "D" below. (7114107); The Plat to be filed ultimately with the Tompkins County Clerk's Office will have at a minimum two sheets: a. The basic lot map (I I l l 1106); b. The storm-water drainage map (11 111106); Plus c. Other sheets the Developer deems necessary or helpful to satisfy any conditions which follow. (none) B. Submission o the following engineering documents to be reviewed and subject to approval by the Village Engineer prior to submission of final plat: a. Storm Water Management Design Report (1 10 7) b. NYSDEC SPDES Permit Application Form and Notice of Intent (110 7) c. Wetlands Exemption for Army Corps of Engineers (1012610 7) d. Tompkins County Health Dept. approval of water/sewer system extensions (3121108) e. Construction Drawings of the infrastructure improvements (711410 7) f. Legal Description of the easement for dedication of the water/sewer main extensions (???) C. Submission to and approval by the Village Attorney of the following prior to submission of final plat: i. "No Action Letter" from NYS Attorney General on road maintenance agreement (508) 11. Storm Water Control Facility Maintenance Declearation (9/10) m. Security for default in maintenance as to item (ii.) above (9/10) iv. Proposed Deed Covenants on lots 2-6 to maintain drainage swales and flow of water (9 /10) v. Proposed Deed Covenants on lots 7-8 to the drainage swales and flow maintenance (9 /10) vi. Sample Deed Restrictions contemplated by Developer for all lots (9/10) D. Site Plan Review and Special Permit for lots 2,3,4 due to steep slopes (condition of final) E. Written statement from the Village Fire Chiefrelative to the private road ... (11 /07) F. Construction Activities to be limited to between 7 am and 6 pm weekdays (condition of final) Based on the above documentation, I hereby recommend that this project be considered for Final Plat Approval. In considering final approval, the Planning Board may add conditions as may be necessary to insure that the project (construction of infrastructure) is completed in a timely manner and in compliance with the regulations of the Village, County and State.
